The European Commission has voiced its strong support for Demand Response and in reply to these barriers, the Energy Efficiency Directive, Article 15.8 outlined clear and specific requirements for Member States. The article requires national regulators and TSOs to allow consumer access to markets through Demand Response programs, to enable the participation of service providers such as aggregators and to enable and encourage program development.
The successful application of Article 15.8 by the Member States will have a direct impact on the types and range of services offered to consumers, the cost of electricity and the integration of intermittent renewables. The purpose of this paper is to map the progress of Member States in meeting the demand response requirements of Article 15.8. The paper reviews the regulatory structures of 15 countries: 13 EU Member States, plus Norway and Switzerland. It then provides overarching guidelines and technical information on how Demand Response can be enabled, in order to further support these efforts.
